HCBS Strategies has worked with the Maryland Departments of Aging (MDoA) and Health (MDH). 

HCBS Strategies has led the following projects for MDH:

• Evaluating the quality management infrastructure for three 1915(c) home and community based services waivers and making recommendations for improvements
• Supporting the integration of efforts funded under Money Follows the Person (MFP) and the Aging and Disability Resource Centers (ADRC), including reviewing the operations of each of the 21 ADRCs and making recommendations to meet the Administration for Community Living’s (ACL) criteria for full-functioning ADRCs

HCBS Strategies has supported the following efforts for MDoA:

• Developing and assisting with the implementation of Options Counseling infrastructure for the Maryland Access Point (MAP) program (ADRCs in MD)Developing and supporting the approval of infrastructure for Medicaid Administrative Claiming (MAC). Under this work, HCBS Strategies collaborated with MDoA and ACL to establish that activities that assist people with disabilities who are at risk of spending down to remain in the community should be considered Medicaid-related. This change has been adopted by several other states and greatly increased the likelihood of sustaining ADRCs and NWD networks.
