Aging and Disability Resource Centers (ADRC) and No Wrong Door Networks (NWD)
HCBS Strategies has worked with both state agencies overseeing ADRC and NWD efforts and with local agencies building the infrastructure necessary to operationalize these concepts. We provide strategic planning, return on investment (ROI) analyses, stakeholder engagement support, business process development, and evaluation.
What are ADRCs and NWD networks?: ADRCs are designated agencies designed to assist older adults and people with disabilities in identifying and accessing supports that address LTSS needs. NWD networks, which often include ADRCs, weave together public and private sector agencies that support older adults and people with disabilities into an integrated network that amplifies rather than duplicates efforts.
HCBS Strategies has unparalleled experience with ADRCs and NWD Networks: Steve Lutzky, the founder of HCBS Strategies, conducted the implementation analyses of the five original ADRC pilot sites in 2000. He also proposed and oversaw the first two rounds of the Centers for Medicare & Medicaid Services (CMS) and Administration on Aging (AoA) funded Real Choice Systems Change Grants. In 2004, HCBS Strategies developed the ADRC Business Plan Template for AoA. This document helped states understand and plan for the infrastructure necessary to operate an ADRC.
Since then, we have provided technical assistance on ADRCs to numerous states and have been contracted to lead comprehensive ADRC infrastructure development in Alaska, Maryland, Hawaii, and Nebraska. We have also been involved in the development of ADRC-like infrastructure in Colorado and Minnesota.
HCBS Strategies has also supported multi-agency efforts to build NWD infrastructure in Alaska, Hawaii, Indiana, and Michigan. These efforts include helping to determine whether and how to integrate business operations, notably referral processes, cataloguing capabilities across agencies, and identifying mechanisms for financing the networks.
