HCBS Strategies has been working with the Nebraska State Unit on Aging (SUA) since 2016. The work started with an evaluation of the Aging and Disabilities Resource Center (ADRC) effort for which the final report can be found here.
HCBS Strategies has been assisting SUA in developing a NWD effort that uses shared infrastructure for Medicaid administrative claiming (MAC) to integrate public and private agencies serving different disability populations since 2020. This effort has become a national model that is spurring similar efforts across the country.
HCBS Strategies also assisted SUA to reform the Intrastate Funding Formula (IFF) that allocates Older American’s Act (OAA), MAC, and state funds to the individual Area Agencies on Aging (AAA). This IFF model contains several innovations such as accounting for previous underspending and integrating funding sources to more closely match actual AAA spending.
