Our Mission and Approach

HCBS Strategies’ mission is to transform supports for people with disabilities and older adults so that that maximize choices and increase independence for participants of publicly-funded programs. We accomplish this by identifying and targeting pressure points that present the greatest opportunities for changing systems.

These pressure points fall into three general categories:

Rather than trying to create the perfect system, HCBS Strategies focuses on achieving the most meaningful change possible given the structural, financial and political situation in a given state or service area. We identify champions within the agencies we partner with and work with them to select strategies with the greatest likelihood of success. Wherever possible, we try to build capacity within our clients so that change can endure after our work is finished.

By applying this approach, HCBS Strategies staff have played a central role in the establishment of many of the major HCBS systems changes efforts over the past quarter of a century including:

Our Clients

Most of our clients are state agencies, including designated single-state Medicaid agencies, state units on aging, and agencies supporting people with intellectual and developmental disabilities. We also partner with local government and agencies, including area agencies on aging, centers on independent living and non-profits supporting people with disabilities, such brain injury associations. We have worked on systems supporting all populations with disabilities including, medically-fragile technology dependent children and individuals with multiple diagnoses including mental health and substance issues that result in their being very complex to serve.
