HCBS Strategies can help you understand the strengths and challenges in your HCBS delivery system. Our staff have reviewed HCBS program operations in more than two-thirds of the states.  Our experience and knowledge allow us to quickly understand a state’s program operations while minimizing the burden on state staff. These reviews examine all essential components of HCBS program operations included in the flowchart below, from access processes that guide the first moment a person contacts a state asking for help, to mechanisms used by the state to monitor the quality of services that are provided.

HCBS Strategies applies a business process analysis approach to understanding HCBS delivery systems. This approach encompasses policy analyses and evaluation of program data, as well examination of factors that determine the efficiency of HCBS programs.

HCBS Strategies has extensive experience as the third-party evaluator on federal grants, including eight Alzheimer’s Disease Program Initiative (ADPI) grants offered by the US Administration for Community Living (ACL). We can assist in writing grant applications and designing and implementing evaluation approaches. Because of our extensive knowledge of federal agency requirements and expectations, applicants we have assisted have a nearly 100% funding rate.
