HCBS Strategies supported the Michigan Department of Health and Human Services (MDHHS) by conducting a comprehensive review of the system for providing home and community-based services for adults. This review assessed challenges, gaps, and opportunities for streamlining operations across Medicaid waiver, State plan, and other State-funded programs and identified opportunities for improvement.
Subsequently, HCBS Strategies supported MDHHS in developing a plan for implementing Medicaid Administrative Claiming (MAC) to provide sustainable funding for the No Wrong Door (NWD) efforts. HCBS Strategies then worked with MDHHS to develop MAC infrastructure. This included standardized activity code and definitions; time study and cost documentation processes; and language for the Cost Allocation Plan (CAP) amendment and agreements with local agencies.
